\n Senior Business Analyst – International Visitor Access Charging Programme\n

Help shape the future of New Zealand’s visitor and conservation systems. Two‑year, fixed‑term secondment opportunity with a salary of $93,656–$126,500.

Overview\n

The International Visitor Access Charging programme is investigating the design and optimisation of a system to charge international visitors at four iconic high‑use destinations (Piopiotahi/Milford Sound, Aoraki/Mt Cook, Tongariro Alpine Crossing and Mautohe/Cathedral Cove). Revenue captured will be used for projects that support sustainable tourism while protecting and enhancing New Zealand’s natural environment.

Responsibilities\n

  • Lead end‑to‑end design of a modern, data‑driven international visitor system.
  • \n
  • Translate business needs into system and architecture design.
  • \n
  • Design and optimise compliance systems using data from multiple sources (camera systems, surveys, operational data).
  • \n
  • Test and validate system assumptions and model revenue impacts.
  • \n
  • Support programme business cases through robust analysis, insights and evidence‑based recommendations.
  • \n
  • Lead business analysis across complex system and service improvements.
  • \n
  • Identify innovative approaches to improve access, compliance and user experience.
  • \n
  • Work across multidisciplinary teams including policy, operations, digital and technical specialists.
  • \n
Qualifications\n
    \n
  • Extensive end‑to‑end business analysis experience, including working on complex or technical programmes.
  • \n
  • Experience designing or working with compliance systems, regulatory environments, or revenue optimisation.
  • \n
  • Exposure to domains such as tourism, transport, access management or sensor/camera‑based technologies.
  • \n
  • Strong understanding of system design, architecture thinking and integrating solutions across environments.
  • \n
  • Proven experience turning data and insights into actionable outcomes, including modelling and forecasting.
  • \n
  • Experience with analytical methods such as surveys, behavioural assumptions and performance modelling.
  • \n
  • Strong stakeholder engagement skills, with the ability to work across multidisciplinary teams.
  • \n
  • Knowledge of BABOK and modern business analysis practices.
  • \n
  • Desirable: Experience working in government programmes or business case development.
  • \n
