Help shape the financial strategy behind some of the most impactful public facing services in Aotearoa.
MBIE’s Te Whakatairanga Service Delivery (TWSD) group delivers many of the government services that New Zealanders interact with every day — from applying for visas, resolving tenancy issues, receiving employment support, to accessing consumer protections. TWSD is large, diverse, operational, and fast moving. It plays a vital role in enabling people, businesses, and communities to thrive.
We are looking for an exceptional finance leader to partner with TWSD and drive excellence in financial performance, insight, and decision‑making across this high impact portfolio.
As the Head of Finance Business Partnering (TWSD), you will be the senior strategic finance advisor to TWSD’s leadership and the key connection point between the business and MBIE’s Finance & Performance function.
You will lead a high‑performing team, delivering trusted financial insight, strengthening financial capability, and enabling TWSD to deliver effectively, sustainably, and with strong stewardship of public resources.
You will shape financial strategy, lead planning cycles, oversee complex appropriations, and bring robust financial analysis to decision‑making across a business group that touches the lives of millions.
This is a critical, influential role for a leader who thrives on complexity, partnership, and impact.
In this role, you will:
Lead a team of Finance Business Partners, embedding a culture of excellence, continuous improvement, and high‑quality service delivery.
Oversee monthly financial reporting, planning and budgeting, investment advice, appropriations management, and strategic performance measures.
Build TWSD’s financial confidence and capability, lifting financial literacy across a diverse operational environment.
Act as a trusted advisor to the CFO, DCEs, Ministers and senior leaders — identifying financial risks, opportunities and system‑wide impacts.
Contribute to system‑wide improvements that have tangible impact
Be part of a Finance & Performance team focused on quality, integrity, and service
If you are a strategic finance leader who excels in complex environments and builds strong partnerships, we want to hear from you.
Ngā pukenga me ngā wheako e hiahiatia ana - Skills and Experience Required
We are seeking an experienced, credible finance leader who can operate with clarity, influence, and strategic depth.
You will have:
Experience leading finance teams in large, complex organisations or perhaps a CFO at a smaller organisation
Strong strategic financial management capability, including planning, forecasting, investment analysis and commercial acumen
Demonstrated ability to build and maintain senior stakeholder relationships and influence decisions at all levels
A track record of driving outcomes, navigating diverse interests, and supporting change across complex environments
Excellent communication skills and the ability to translate complex information into clear, compelling advice
A collaborative leadership style and commitment to MBIE’s high performance finance culture
You must have the legal right to work in New Zealand and be able to complete a credit check.
MBIE's goal is to create a resilient and high‑performing economy that delivers real and ongoing quality of life for all New Zealanders.
We do this by working with others to create an environment that supports businesses to be more productive and internationally competitive, enables all New Zealanders to participate in the economy through improved job opportunities and by working to ensure quality housing is more affordable.
People are at the heart of our mahi, our way of working is guided by our values which shape our behaviours.

We are committed to continuing to partner with iwi in order to find new sustainable solutions to address long standing systemic and cross‑cutting issues facing Māori and wider Aotearoa New Zealand and we are also committed to identifying opportunities for iwi to lead and creating an enabling environment for iwi to leverage these opportunities.
