The Culture and Capability team is established, the Organisational Development team is formed, and we are now looking for a Principal Advisor Organisational Development to come in early and help shape the OD strategy, priorities, and workplan for the years ahead.

This is a genuine opportunity to influence direction, not simply deliver pre-defined programmes. You’ll be part of a high-performing, values-driven OD team built on strong relationships, trust, and evidence-based practice, with significant scope to define how OD creates value for the organisation.

As our Principal Advisor Organisational Development, you will play a central role in shaping, designing, and delivering the strategies and frameworks that support the Ministry’s long-term strategic intent. This role spans the full organisational development spectrum and blends strategic thinking, subject matter expertise, evidence-based design, and strong programme delivery capability.

Working closely with senior leaders, you’ll influence leadership capability, enable culture and engagement shifts, and guide the development of frameworks and programmes across leadership development, talent and succession, culture, diversity and inclusion, cultural capability, and more. This role operates with a high degree of autonomy and influence, requiring sound professional judgement, comfort with ambiguity, and the ability to work effectively in a complex system.

In This Role You Will
  • Lead the development of OD approaches and frameworks that build leadership capability at all levels and align with the Ministry’s strategy and PX direction.
  • Support the evolution of the Ministry's People Strategy and ensure alignment across Culture & Capability work programmes.
  • Provide thought leadership across organisational development disciplines.
  • Develop strong internal networks to enable co-design, discovery, and fit‑for‑purpose solutions.

  • Strong strategic thinking, analytical capability, and comfort with data‑driven insights.
  • Experience designing and delivering culture, leadership, capability, and talent programmes.
  • Proven project and change management experience.
  • Experience translating organisational data (e.g., engagement surveys, workforce insights) into clear strategic narratives and priorities.
  • Demonstrated commitment to applying te Tiriti o Waitangi and te ao Māori perspectives in organisational development design and decision‑making.
