Job Purpose We have an exciting opportunity for a Technical Team Lead to join our team in expanding our core product offering and working across major client projects. The Propylon Government Solutions team is developing the next generation of legislative drafting and document workflow management tools using Python, TypeScript, React and Redux and needs a technical team lead to oversee the implementation and delivery phases for these tools. The ideal candidate will be an experienced engineering team lead with experience shipping complex, multi-component software solutions to enterprise clients. Team Leads at Propylon have significant influence over team composition, hiring, resourcing and technical decision-making and are expected to take high levels of ownership for the solutions they deliver. Responsibilities: • Lead a team of software engineers delivering complex workflow and document management applications for Propylon’s Government Solutions division spread across the globe. • Responsible for the overall quality of the team’s technical deliveries in terms of test coverage, code quality, security best practices and maintainability. • Plan and oversee the execution of development sprints, ensuring accurate effort estimation and high-quality delivery of agreed sprint outputs. • Produce technical analysis of existing complex, multi-component systems and architectural designs integrating these systems with Propylon applications. • Work with Government Solutions management to ensure that designs are technically robust and aligned with company strategic direction. • Collaborate with project managers, business analysts and other stakeholders to provide accurate development estimates and technical guidance. • Act as the team’s technical authority, providing guidance and direction to developers through pair programming, mentoring and code reviews. • Provide one-to-one support and mentorship for team members to help develop their technical capabilities and career progression. • Contribute to technical decision-making, team growth, hiring and resource planning. Requirements: • Extensive professional Python programming experience, 5+ years. • Extensive professional experience with Django, Flask or equivalent Python-based web/API frameworks. • Deep knowledge of the Python ecosystem, tooling and software engineering best practices. • Proven technical team leadership experience, ideally 3+ years. • Demonstrable experience managing the planning and delivery phases of complex software implementations across multiple time zones for Legislative, Government Agency or Public Administration clients. • Current experience working within the full software development lifecycle. • Strong technical background delivering complex, multi-component software solutions. • Experience architecting complex workflow systems. • Experience developing and delivering software under strict deadlines. • Excellent interpersonal, communication and stakeholder management skills. • Recent experience working with Westminster or US jurisdictions to develop legislative technology solutions for bill drafting, amendments, workflow, or legislative publishing. • Experience with Microsoft Word add-ins, extensions and automations. • Experience with Docker, AWS, GitHub Actions and other DevOps-related technologies. • Experience developing Microsoft Office integrations using the Office JavaScript API or VSTO (Visual Studio Tools for Office). • Experience with GraphQL API design and implementation, including schema definition, resolvers and client-side query management (Apollo or equivalent). • Experience designing and operating distributed task processing systems using Celery or equivalent async task queue frameworks. Nice to haves: • Experience working with Propylon products and solutions • Experience designing document management systems. • Experience working with OpenSearch/ElasticSearch and data indexing, search and aggregation workloads. • Knowledge of Python document manipulation tools and libraries. • Professional development experience with strongly typed languages such as Java or C#. • Experience with MVC-style web development frameworks. • Experience with modern Python features such as type hinting, async programming and data classes. • Experience with XML processing and transformation. • Experience with document management or document workflow software. • Agile development experience • Familiarity with DevOps principles and CI/CD pipeline implementation.
